Eutrophication is when our rivers get a fever from too much sewage nutrients, and BOD measures how breathless that sewage makes the water. The Ganga Action Plan built many treatment plants to catch this sewage before it reached the river. But from my desk, I see that a treatment plant is only as good as the pipes feeding it, and ours are old and broken, so the plan’s heart was in the right place but its limbs never fully worked. It reminds me of my bukhari, which needs both good fuel and a clear chimney; we built the stove but forgot to maintain the draft.
