For managing any mine in India, you absolutely need the DGMS First Class Manager's Certificate of Competency for the relevant metalliferrous or coal mine. It's the statutory license, and the ventilation plan is a core part of its exam and subsequent inspections. Many fresh graduates think the degree itself is enough, but without that certificate, you cannot legally sign a single order underground.
I know this because I am studying for that same First Class exam now, and every evening after my shift, I pore over regulations like the Metalliferous Mines Regulations, 1961, where Rule 124 specifically mandates the manager's responsibility for ventilation. My own graduation certificate is framed on the wall, but it is this DGMS certificate I am fighting for.
