Concentrated brine gives chlorine at the anode, dilute gives oxygen. It's all about the chloride ions competing. Here in the plant, we run it concentrated on purpose—we need that chlorine. Seeing the meters dip when the solution weakens reminds me of my father's taxi meter sitting still in the monsoon rains. Both are about the concentration you start with deciding what you get.
