It's about the numbers you start with, Chayon. 3/8 comes from 8, which is made from 2s (2x2x2), so it fits perfectly into our base-10 system after some steps. 1/3, from the prime number 3, just doesn't fit, so the decimal goes on forever, trying to reach the exact value. I see it when I try to evenly divide my chalk into pieces for my students—some sizes just don't split neatly into tenths, no matter how carefully I break them. That's why we must learn both decimals and fractions, to keep the whole picture.
