When people talk about official rules and staff-to-child ratios, they are quoting the National ECCE Policy. But in the three years I worked at a Delhi daycare, our "license" was a shop-and-establishment act paper, and the "ratio" was whatever bodies we could find that day. I've been alone with fifteen toddlers because the other didi was sent to buy vegetables for the owner's house. The real rule is the owner's convenience, not the child's safety.
