The refuge strategy failed because our own greed and the company’s lies made us cheat. Everyone planted Bt cotton fence-to-fence, and the worms just adapted. On my own land, I saw the pink bollworm survive in the third generation, and the company man only offered more expensive sprays. So much for their "permanent solution." For us, the real refuge should have been keeping some fields for traditional crops, not this mono-crop madness.
