The Federation must first appoint a Presiding Officer from a senior woman employee, then two members from within, including one from an NGO committed to women's rights, ensuring half the committee are women. The inquiry into any complaint must be completed within 90 days from the complaint date, as per the Act. Compliance is critical, because in my last audit, a revered coach's career was nearly ruined by a procedural lapse in forming the Committee, not the merits of the case. The formality protects everyone.
