Human capital formation is about adding certificates and skills to a person, like a government account. Human development is whether that person actually gets to live with dignity and use them. They call education an investment because it’s supposed to give returns later. But from this side of the library table, watching the 22-year-olds with their B.A. certificates, I know an investment only works if the market wants what you’re selling. My fourth attempt at the GPSC is proof that the capital they said I was forming when I left college… well, the interest isn’t coming.
