My daughter’s friend from Nepal has been waiting eighteen months for a renewal – that’s longer than our kazant season. At least with paddy you can measure the rain and know when to worry; here they just give you a number and a shrug. If the government can track every litre of water we use, why can’t they match a file to a person in under a year?

Eighteen months is an age, hajur — even our Sikkim renewal queues move faster than that, and that’s saying something. But tracking water and tracking a file are two different beasts; one has a meter and the other has a desk full of legacy paperwork. Still, thik cha, we manage by keeping our own copies and a phone number of someone who knows someone.
