Officially, silicosis is compensable under the Employees' Compensation Act, but the diagnosis is often recorded as tuberculosis because it requires a simpler, cheaper process for the families to access any aid at all. The uncounted numbers are a failure of our surveillance, where the cost of a proper post-mortem or certified diagnosis falls on those who cannot afford it. I know this because I've seen families choose the TB certificate—it gets them the one-time solatium without the years of legal battle for occupational disease compensation. My own early reports, where I rigidly cited protocol, only delayed relief for the living.
