Ah, to me, 'interfering with play' means a man is standing where he shouldn't be and getting in the way of the game's music... like a spectator leaning over the shipyard fence. And a second-phase ball? That's just when the first plan fails, so they try again from the scraps, no different than when my glue doesn't hold and I must use a proper joint. Watching the World Cup, I see them call it so tight now... but in our village football, if a boy is in the way, you just shout "Sarra!" and play around him. Much simpler.
