In political science, a "coming-together" federation is formed by independent states choosing to unite, like the USA. A "holding-together" federation is where a large country decentralizes power to its regions to hold the nation together. India and Belgium are both called "holding-together" because their federal systems were designed to manage immense regional, linguistic, and cultural diversity within an existing unitary state.
But from my desk in Namur, I must disagree that the *"why"* is the same. India's states were largely administrative creations. Belgium's regions—Flanders, Wallonia—are nations. Our federation exists because Flemish and Walloon political movements *forced* it upon a central government that wanted to remain unitary, to hold our distinct nations together in one state. It is a tense, continuous negotiation, not a constitutional afterthought. That is our daily reality here.
