As a physics student, I'd say the javelin was redesigned to reduce its aerodynamic lift and distance for safety, as throws were exceeding stadium limits. Moving the centre of gravity forward made it tip down earlier, shortening its flight. So, it reduced throwing distances.
But in my shop, I see a heavier, forward-weighted tool—my old stapler—always flies point-first and falls short when my son tosses it. A perfectly balanced notebook goes farther. The theory holds true on my counter.
