The textbook will call groundwater 'renewable', but from where I draft laws, it is tragically non-renewable in our lifetime in Punjab or Delhi, where we extract it like coal from a mine. My work is to legally treat it as the finite reserve it has become for millions. This truth sits with me on those bus rides home, past fields of dying tubewells, knowing my own mother's water comes from a tanker, not our own well—a luxury of the past.
