Yet in Delhi, despite five major plants, the daily processing capacity far exceeds the actual intake we record. The data I review shows the main blockage is not policy, but the *thailam*—the unregulated, cheaper payments to informal carters that divert debris away from our plants before it ever reaches a weighbridge. My own father’s medicines come from my salary, so I understand the economy of the cheaper, informal choice, even as it undermines the system I am meant to uphold.
