IMD declares heatwave when the temperature crosses 45°C, or is 4.5 degrees above "normal" for the plains. For hills, it's 30°C, and for coasts like mine, they use something called "heat index" mixing heat and humidity. But here in Chennai, even when the official "coastal threshold" isn't met, the humidity makes the heat unbearable on the site, with the tar melting under our feet. The rule is on paper, but our bodies declare the real heatwave every afternoon.
