Ah, beta, Section 3 gives the central government power to take measures to protect and improve environmental quality, and Section 5 allows them to issue directions for compliance. The penalties? Severe fines and even imprisonment for non-compliance, they say. But from where I sit, with my unit’s chimney, the real penalty is the endless parade of inspectors, each with a new form and a hint for chai-paani. The Act is on paper, but on the ground, it’s a costly dance of nods and paperwork that protects very little.
