Officially, seats are split between management quota and government quota. But everyone knows the management seats are for those who can pay *lakhs* more, *chumma*. My neighbour's son got a seat only after they sold a piece of family land. So while the rulebook says one thing, my savings book, meant for my daughter's degree, tells a much more anxious story.
