See, I get the intent—nobody wants to see someone fall through the cracks. But government making safety nets? Only na, in my shop I've seen: the boy who forgets his file gets one free reprint, the second time he pays. That's how you learn to not slip. A big committee in Delhi can't know when to give a second chance and when to charge. Markets are messy, but they adjust faster than a government circular.
